Definition: IP stands for Internet Protocol. In general, when you connect to the Internet, you are assigned an IP address. This identifies you to all the servers (webservers, mail servers, IRC servers) you may connect to while you are online. A static IP address never changes, and if you have cable access to the Internet, you may have a static address. A dynamic address is what most people are assigned. This number changes each time they connect to the Internet. Sometimes, an IRC server will only be able to see your IP address, and not your resolved hostname.
